The Nigerian Content Development and Monitoring Board (NCDMB) has partnered with Senator Ede Dafinone, representing Delta Central Senatorial District, to launch a three-week capacity building programme focused on rigging and scaffolding for local youths.
According to the South South Punch, the training aims to equip young participants with practical technical skills to enhance employability in the oil and gas and construction sectors, with a strong emphasis on job readiness, safety competence, and self-reliance.
The flag-off ceremony took place on Monday at the Petroleum Training Institute (PTI) Conference Hall in Effurun, drawing stakeholders, dignitaries, and political representatives.
Senator Dafinone, represented by his Chief of Staff, Adelabu Bodjor, described the initiative as a deliberate political investment in human capital development across Delta Central.
He noted that rigging and scaffolding are "essential technical competencies required in industrial operations, construction projects, and oil and gas installations."
Bodjor added that the programme is designed to reduce youth dependency by providing job-ready skills that support long-term economic opportunities and self-sufficiency, aligning with Senator Dafinone’s broader agenda of sustainable empowerment through practical skill acquisition.

Addressing the gathering, NCDMB representative Felix Omatsola Ogbe, speaking through Mr. Teddy Bai, commended Senator Dafinone for sponsoring the programme, calling it a timely response to critical manpower gaps in the industry.
Bai stressed that rigging and scaffolding are safety-sensitive skills needed across fabrication yards, offshore platforms, and construction sites, and noted that the training bridges the gap between certification and practical competence. He also charged the training consultant, OROH Contractors Limited, to uphold strict standards of professionalism, safety, and discipline.
The Senate Liaison Officer for Sapele Local Government Area, Chief Patrick Akamuvba, hailed the programme as a major step toward strengthening human capital development in Delta Central.
He noted that scaffolding and rigging skills are in high demand across residential, commercial, and industrial projects, offering real employment opportunities for beneficiaries.
Akamuvba urged participants to prioritise knowledge and certification over short-term material expectations, and cautioned them against social vices and distractions, advising them to remain focused and disciplined to maximise the opportunities provided.
