President Cyril Ramaphosa has removed Minister Sisisi Tolashe from her position as Minister of Social Development in a sudden Cabinet shake-up announced on Thursday.
In a statement issued by the Presidency, Ramaphosa said the dismissal was carried out in terms of Section 91(2) of the Constitution of the Republic of South Africa, which grants the president authority to appoint and dismiss ministers.
The Presidency confirmed that Sindisiwe Chikunga will serve as Acting Minister of Social Development until a permanent replacement is named.
The move comes amid mounting scrutiny over challenges within South Africa’s social development sector, including ongoing concerns over social grant administration, poverty relief programmes, and pressure on welfare systems affecting millions of vulnerable citizens.

Tolashe, who was appointed to the portfolio following the 2024 general elections, had overseen one of the country’s most critical ministries responsible for social grants distributed through the South African Social Security Agency (SASSA).
Her removal is expected to trigger political debate within the governing African National Congress, particularly as Ramaphosa continues efforts to stabilise his administration ahead of key policy and economic reforms.
No official reason for Tolashe’s dismissal has yet been provided by the Presidency. Political analysts are expected to closely watch Ramaphosa’s next move as speculation grows over who could take over the influential portfolio on a full-time basis.
